PPP is a procurement format which has been adopted by many governments. It has been hailed for delivering major infrastructure projects in a timely and orderly manner. The United Kingdom and Qatar are some of these countries. However, the case in question is about discerning why the Government of Saudi Arabia has stuck to its traditional procurement process which has been marred by frequent and lengthy delays.
The need to challenge the government to adopt more PPP projects like the King Abdul Aziz Endowment of Two Holy Mosques project, an architectural marvel for ages and a true representation of the success of PPP is the main task at hand (Zain Al-Abidien,1983).
A postal questionnaire was designed and later distributed. The targeted respondents were personnel from the private and public sectors. They must have had a history of involvement of PPP schemes. According to Oppenheim (1992), when designing a questionnaire for such purposes, it is important to bear in mind the importance of open-ended questions. They have the ability of triggering thoughts in the respondents mind, hence they write a lot. For this research, questions were formulated carefully, based on a mix of research and literature which relates to the topics of research.
